Prof Ashiru Bello heads c’ttee on restructuring ABU procurement system

The Vice-Chancellor, Ahmadu Bello University, Prof Adamu Ahmed, has approved the constitution of a committee to restructure and strengthen the university procurement system.
Prof Ashiru Bello of the Department of Urban and Regional Planning (URP) has been appointed to head the four-member committee.
A letter constituting the committee dated 28th October, 2025 said the university placed high importance on improving efficiency in its procurement processes.
The Vice-Chancellor noted in the letter that the current procurement arrangement lacked adequate coordination and clearly defined relationships with other administrative and financial units.
He said with the university’s increasing engagement in Public Private Partnership (PPP) and other large scale transactions, it became imperative to establish more structured and responsive procurement framework.
Ahmed explained that Prof Bello’s appointment was based on his “vast administrative experience and proven record of institutional leadership”.
The committee terms of reference include review of the current structure, staffing, and operations of the procurement unit.
The committee is also expected to examine its relationship with other key units such as the Directorate of Academic Planning and Monitoring, Physical Planning and Municipal Services, Public Private Partnership Unit, Bursary, Internal Audit, and Registrar’s Office.
It is to identify gaps and inefficiencies affecting coordination and compliance, recommend an appropriate structure and reporting framework for the unit, and propose governance mechanisms to ensure value for money.
Additionally, the committee is expected to advise on staff capacity development and process improvements, including e-procurement and PPP integration.
The committee, which shall report directly to the Vice-Chancellor, is given four weeks within which to submit its report after inauguration.
The Director, Directorate of Academic Planning and Monitoring, Prof Bello Muktar; and Dr Mohammed Abdullahi, Department of Quantity Surveying, are members of the committee.
Former Director, Physical Planning and Municipal Services, Dr Engr. Muhammad Aminu Sambo, is also a member in addition to being the Secretary of the committee.
In a related development, the Vice-Chancellor approved the appointment of Engr. Nura Garba as the Acting Head of the university Procurement Unit.
Engr. Garba’s appointment is in recognition of his “vast experience, discipline, and proven integrity in handling procurement and administrative processes within the university”.
The appointment, effective from Monday, 3rd November, 2025, is coming at a time when the university is giving renewed priority to Public Private Partnership and a focused attention at fundraising.
